2014年区人事局针对公务员年度考核工作过程中突出存在的考核内容缺乏全面性、考核指标欠缺针对性、考核过程有失客观公正性、考核结果缺乏实效性等“四性”问题,认真开展调查研究,不断创新工作思路,把切实做好公务员年度考核工作作为强化公务员管理的重要一环,有效地促进了公务员年度考核的良性开展,推动了全区公务员队伍勤政廉政建设。
一、扩展考核层面,增强考核的参与性
我们要求各单位在开展年度考核工作时,要扩展公务员年度考核的触角,扩大考核层面。一是对单位一把手的考核,主要从以下三个方面考核测评:首先通过走访、暗访服务对象,召集服务对象座谈会等多种方式,了解其工作开展情况,了解服务对象的满意程度;其次通过与单位的干部职工谈话、测评,了解其在平时工作的领导、决策能力,了解干部职工的拥护程度;第三,通过个人述职和领导评价,了解其一年来的重点工作和成效,了解领导认可程度。通过将上述考核内容量化,并将结果以适当的权重比例计入最后的测评结果。二是对中层骨干(股室站所负责人)的考核,则主要是采取服务对象满意度、领导认可度、部门工作成效三结合的方法来综合考评记分。三是对一般公务员(科员、办事员)的考核,主要从个人年度岗位责任制
工作完成情况、单位同事民主测评两个方面来综合考虑。
二、改进考核措施,增强考核的经常性
主要实行了“三个紧密结合”:一是年终考核同平时考核紧密结合。我们要求各单位在制定年度工作目标考核制度的基础上,采取“月计划、月小结、季评估、半年督查测评、全年总评”制度,二是将年度考核同行政执法责任制考核紧密结合。我们要求公务员在执法过程中严格执法,公正执法,文明执法,不滥用权力。三是将年度考核同作风建设紧密结合。我们把公务员思想作风建设融入考核之中,使大家在思想上认识到考核的经常性,事事处处注意自己的服务态度与言行、工作表现和工作成绩,使考核成为了检查、督促公务员履行职能、勤政廉政的有效手段。
三、细化考核内容,增强考核的操作性
为全面准确地掌握每位公务员工作表现,特别是对其工作实绩的客观评定,我们力求制定出科学合理、操作性比较强的考核内容和指标,将考核内容从原来的四项德、能、勤、绩,逐步扩展为德、能、勤、绩、廉、学六个方面,在实践中注重做到“三明”。一是考核内容明确。我们始终坚持议标、定标和落标“三位一体”的考核程序。二是考核标准明晰。三是考核结果明白。公务员考核评优指标是有限的,也是最为关注的,所以应明确各个等次的评定依据。
四、规范考核程序,增强考核的透明性
为进一步增强公务员年度考核工作的透明度,我们要求各单位把其当作政务公开的一项重要内容来认真对待。具体来说,就是把
好“四关”:一是把好程序公示关。二是把好优秀等次比例审批和测评推荐关。一方面我们依据单位综合目标考核情况,确定优秀等次比例,另一方面,监督各单位进行群众测评推荐,按照德、能、勤、绩、廉、学六项指标进行量化打分,按分数高低结合一年的工作表现确定优秀等次人员。三是把好结果公示和优秀等次人员审核关。四是把好表彰奖励关。经审核的各优秀等次人员经过单位考核领导小组初审“计划生育、综合治理、安全生产”等几个“一票否决”签字—区考核委员会—区委常委会研究审定,再下文表彰,进一步增加了考核的严肃性。
五、注重考核奖惩,增强考核的实效性
在抓好考核工作的基础上,我们增强了考核结果的运用,突出了考核的实效。一是严格执行考核结果审核备案制度。强化审核制度,实行了单位和区考核办“双审制”。严格备案制度,实行三级备案制。二是加强考核结果的运用力度。为充分发挥考核在教育、激励和监督公务员等方面的作用,做到奖优罚劣,激强促弱,我们实行了“四个结合”:即考核结果与评奖相结合,与工资晋升相结合,与职级晋升相结合,与干部提拔任用相结合。进一步创新了管理模式,完善公务员能上能下的机制。凡被评为基本职称、不称职等次的人员,其年终一次性奖金一律不予发放。凡被评为优秀等次的人员,给予嘉奖以上等次的奖励,并以区委、区政府的文件通报表彰。凡连续3年评为优秀等次人员,提前晋升级别工资。
河南公务员年度考核暂行办法
第一章 总则
第一条 为了正确评价国家公务员的德才表现和工作实绩,为公务员的奖惩、培训、辞退以及调整职务、级别和工资提供依据,根据〈河南省国家公务员年度考核暂行办法〉,结合我市实际,制定本办法。
第二条 考核国家公务员要坚持客观公正、民主公开和注重实绩的原则。
第三条 考核工作要立足于加强领导班子和国家公务员队伍建设,要与调整充实领导班子、培养后备干部和思想作风建设紧密结合。
第四条 年度考核工作要与年终工作总结、目标管理考核、创先争优等工作统筹安排,结合进行。
第二章 考核对象
第五条 考核的对象为各级国家行政机关中担任县处级及其以下领导职务与非领导职务的国家公务员
第三章 考核机构
第六条 市和县(市)、区设立非常设性的考核委员会,各部门、各单位设立非常设性的考核领导小组;考核委员会一般5—7人,由党委、人大 、政府、政协领导及组织、人事等部门领导组成;考核领导小组一般3—5人,组长由部门(单位)负责人担任,吸收本部门(单位)人事、机关党委等机构负责人和国家公务员代表参加。国家公务员代表由民主推选产生
各级考核委员会下设办公室、具体负责年度考核日常事务。
考核领导小组的日常事务由本部门(单位)的人事机构承担。
第七条 考核委员会或考核领导小组的职责是:
(一) 依据有关规定制定本地区、本部门(单位)国家公务员年度考核实施方案。
(二) 结合各级行政机关的实际情况和部门(单位)工作性质、特点,制定年度考核的具体内容、标准及条件;
(三) 组织、指导、检查本地区、本部门、本单位和下级国家公务员的考核工作,研究解决考核中出现的问题;
(四) 审核主管领导和下一级组织写出的考核评语和提出的等次意见。
(五) 审议被考核人对考核结果不服的复核申请。
第四章 考核内容和标准
第八条 考核以国家公务员的职位职责和所承担的年度工作任务为基本依据,内容包括德、能、勤、绩4个方面,重点考核工作实绩。
德,指政治、思想和道德品质的表现,主要包括贯彻执行党的基本路线及国家方针、政策的政治态度和表现,以及思想品德、职业道德廉洁春公、遵纪守法等方面的情况。担任领导职务的,还要考核其民主作风。
能,指业务知识和工作能力,主要包括管理才能、业务和技术水平及工作熟练程度。担任领导职务的,还要考核其理论政策水平和计划、决策、组织和协调能力、全局观念及识才用人等。
勤,指工作态度和勤奋敬业的表现,主要包括事业心和责任感以及工作的勤勉程度。
绩,指工作的数量、质量、效益和贡献,主要包括公务员履行岗位职责的情况,完成工作的数量、质量、效率和效益等。担任领导职务的,还要考核其开拓创新精神。
第九条 考核中,对德、能、勤、绩要分解为若干考核要素,各地区、各单位可根据国家公务员不同的职务层次和工作性质分别确定。
对担任 级领导职务的国家公务员的考核,应侧重其理论政策水平、廉洁自律、全局观念、决策及组织协调能力、民主作风、改革创新意识和工作实绩等。
对市政府各部门担任中层领导职务的国家公务员的考核,应侧重其对本处、室业务的熟悉程度、集体观念及协作精神、承担任务的数量及难度、能否创造性地开展工作和工作成效等。
对担任主任科员以下非领导职务的国家公务员的考核,应侧重其对本职业务的熟练程度、工作态度及敬业精神、承担工作的数量及难度,完成工作的质量、效率及效果等。
第十条 考核结果分为优秀、称职、不称职3个等次。各等次的基本标准是:
优秀:正确贯彻执行党和国家的路线、方针、政策,模范遵守各项规章制度,廉洁奉公,工作勤奋,业务熟练,能力强,有改革创新精神,绩效突出。
称职:正确贯彻执行党和国家的路线、方针、政策,自觉遵守各项规章制度,廉洁公正,工作积极,熟悉或比较熟悉业务,能力较强,绩效较好。
不称职:政治、业务素质差,难以适应工作要求;或履行岗位职责差,不能完成工作任务;或工作责任心不强,在工作中造成严重失误;或纪律性不强,旷工、无正当理由逾期不归连续超过10天或1年内累计超过20天的。
凡未完成年度工作目标的,计划生育、社会治安综合治理工作有一项处于后进的地区、部门和单位,其主要负责人及分管领导不得确定为优秀等次。
担任部门(单位)领导职务的国家公务员,确定为优秀等次的,要征求同级目标管理、社会治安综合治理、计划生育、纪检监察等部门的意见。
第十一条 国家公务员年度考核要严格坚持标准,切合实际,被确定为优秀等次的人数一般掌握在本地区、本部门、本单位参加考核人数的10%,最多不超过15%。
第五章 考核的方法和程序
第十二条 国家公务员的年度考核,实行领导与群众相结合、平时与定期考核相结合、定性与定量考核相结合。
考核要注重实效,简便易行,宜于操作,力戒繁琐。
第十三条 年度考核在平时考核的基础上进行,平时考核情况作为年度考核的依据。
平时考核随时进行。各单位要结合各自的工作性质、特点制定具体的平时考核办法,并明确写入年度考核实施方案。
年度考核一般在每年年末或下年年初进行,最迟应于下年2月底前结束。
第十四条 国家公务员的年度考核实行首长负责制,由主管领导担任主考人,采取上一级考核下一级的办法。
第十五条 年度考核的基本程序:
(一)个人总结、述职。被考核人要实事求是地写出个人总结或述职报告,其主要内容是:1、本年度的岗位职责及目标任务;2、履行岗位职责和工作目标任务的完成情况及德才表现;3、正反两方面的经验教训;4、下一步的打算和实现目标的措施。同时填写《国家公务员年度考核登记表》。
(二)主管领导在听取群众意见的基础上,根据平时考核和个人总结对被考核人的工作实绩、德能素质写出评语,提出考核等次意见。
(三)考核委员会或考核领导小组对主管领导提出的考核等次意见进行审核,综合平衡后提出等次意见。
(四)确定等次。按照管理和任免权限,党委(党组)根据主管领导和考核委员会(考核领导小组)提出的等次意见,研究确定被考核人的考核等次。
(五)将考核结果以书面形式通知被考核人。
考核担任各级领导职务的国家公务员,必要时可以进行民主评议或民意测验。
第十六条 国家公务员对考核结果如有异议,可在接到考核结果通知之日起10日内,以书面形式向考核委员会或考核领导小组申请复核;考核委员会或考核领导小组在10日内提出复核意见,经党委(党组)研究同意后,以书面形式通知国家公务员本人。其中,如复核结果仍被确定为不称职等次的国家公务员对复核意见不服,可根据国家有关规定提出申诉,申诉期间原考核结果有效。
第六章 考核结果的使用
第十七条 国家公务员在年度考核中被确定优秀、称职等次的,具有晋职、晋级和晋升工资的资格,并发给一定数额的奖金。具体按照下列规定办理:
(一)国家公务员连续3年被确定为优秀等次或连续5年被确定为称职以上等次的,在本职务对应级别内晋升一级。
(二)国家公务员在现任职务任期内,年度考核连续两年被确定为称职以上等次的,在本职务工资标准内晋升一个工资档次。
(三)依据年度考核结果按本规定晋升级别和工资档次的,从考核年度的下一年元月份开始执行。
(四)年度考核为优秀、称职的,年终发给一次性奖金。奖金标准按本人当年12月份的职务、级别、基础、工龄工资4项之和计发,优秀的为一个半月,称职的为一个月。
(五)国家公务员连续两年被确定为优秀等次或连续3年被确定为称职以上等次的,具有晋升职务的资格。
第十八条 国家公务员年度考核被确定为不称职等次的,按照
下列规定处理:
(一)当年考核被确定为不称职等次的,予以降职;降职决定按照国家公务员管理权限,由任免机关在3个月内作出。降职后,其职务工资就近就低套入新任职务工资档次,其原级别在新任职务级别范围内的,不降低原级别;原级别高于新任职务对应级别的,降到新任职务对应的最高级别,并执行相对应的级别工资。
对于为办事员职务的国家公务员,给予降低一个级别处理;其级别为最低的,给予降低一个职务工资档次处理;其职务工资档次亦为最低的,则不再降低,但须给予严肃批评教育。
在领导身边、组织人事、执法执纪、涉及国家安全、重要机密等重要岗位的,要调整岗位。
对降免职务的,要填写〈不称职国家公务员降免职登记表〉,并存入本人档案。
(二)连续两年考核被确定为不称职等次的国家公务员,按规定予以辞退。
第十九条 〈国家公务员年度考核登记表〉存入本人档案。
第七章 管理与监督
第二十条 市和县(市)、区政府人事部门,在党委、政府的领导下,负责本行政辖区内的国家公务员年度考核的综合管理工作,对年度考核工作实行检查验收制度,凡不按要求进行考核、搞形式走过场的单位,责令其按照规定予以纠正。
第二十一条 为保证年度考核工作质量,加强对国家公务员年
度考核工作的宏观管理,各级政府要建立年度考核工作审核备案制度;政府各部门的年度考核工作由同级政府人事部门负责审核备案。审核备案的方法是:年度考核基本结束时,各单位将考核工作总结、〈年度考核工作审核备案表〉、〈不称职国家公务员基本情况登记表〉各一式二份并同〈年度考核结果登记册〉送同级政府人事部门。经审核备案同意后,考核结果方为有效。凡未经审核备案的,一律不得按照考核结果兑现有关待遇。
第二十二条 各部门的部门负责人、主管领导、考核委员会或考核领导小组及承办人员,必须严格按照规定,实事求是地进行考核。对考核过程中有徇私舞弊、打击报复、弄虚作假行为的,必须严肃处理。
第八章 其它问题
第二十三条 下列人员分不同情况处理:
(一)新录用的国家公务员在试用期间,对其进行考核,只写评语,不定等次,考核情况只作为任职、定级的依据。
(二)从军队转业到国家行政机关工作的国家公务员,由转业后所在单位考核,其转业前的情况,可参阅军官转业时的鉴定,无大问题者,一般当年应定为称职等次。
(三)转任和调任(调出国家行政机关任职的除外)的国家公务员,按照管理权限进行考核,并在年度考核中确定等次。其转任或调任前的有关情况,由原单位提供。
(四)挂职锻炼的国家公务员,一般由原单位派人到所在地区、
部门或单位进行考核,在充分征求当地意见后,按照管理权限确定考核等次。
(五)单位派出学习、培训的国家公务员,由原单位进行考核,主要根据学习培训表现确定等次;其学习、培训有关情况,由所在学习、培训单位提供。非单位派出,但经单位同意外出学习的国家公务员,超过考核年度半年的,不进行考核。
(六)因病(因公负伤者除外)、事假累计超过半年的国家公务员,不进行考核。
(七)在考核年度的上半年达到退休年龄未办理退休手续的(经批准延长退休年龄者除外)国家公务员,不进行考核;下半年达到退休年龄的,应对其进行考核。
(八)接受立案审查尚未结案的国家公务员,只进行年度考核,暂不写评语、不定等次,待问题查清后再行确定。
(九)受党纪或行政警告处分的国家公务员,对其进行考核,但在受处分的当年,不得定为优秀等次;受党内严重警告、撤职、留党察看、开除党籍和行政记过、记大过、降级、撤职处分的国家公务员,对其进行考核,但在受处分期间,只写评语,不定等次。在解除处分的当年及以后,按政党情况对待。
处分的解除时间为:受党内或行政警告处分的为半年;受党内严重警告、撤职和行政记过、记大过、降级处分的为一年;受留党察看处分的解除时间为一年或2年;受开除党籍和行政撤职处分的为2年。
(十)凡无正当理由不参加考核,经教育后仍然拒绝参加的,单位可直接确定为不称职等次。
第二十四条 优秀等次数额应按职务层次分配使用,原则上不得相互挤占战。
第二十五条 市直各部门及县(市)区政府领导班子成员的考核,由市考核委员会统一组织实施;考核的主管领导为市委、市政府分管领导。
市政府各部门调研员、助理调研员的考核,委托各部门组织实施。
第二十六条 为协助政府领导开展年度考核工作,各级考核委员会可成立若干考核组,由各级组织、人事部门抽调人员组成。其主要职责是:负责政府领导的考核工作日程安排,收集考核材料,受政府领导委托听取被考核人的述职,召开座谈会或个别谈话,组织民主测评,协助政府领导草拟评鉴意见和提出等次建议等。
第九章 附则
第二十七条 依照国家公务员制度管理的事业单位工作人员(不含工勤人员)的年度考核,按本规定执行。
第二十八条 各县(市)、区和市政府各部门可结合各自的实际情况,制定具体实施方案。实施方案要报市人事局备案。
第二十九条 本办法由市人事局负责解释
第三十条 本办法自发布之日起施行。过去文件与本办法不一致的,以本办法为准。
