本届宣传部成立至今已有近一年的时间了，这一年来，我先要感谢院领导和团学会对宣传部的支持与理解。正是大家的齐心协力，才有了大家的发展。在这里，我借此机会，谈谈我上任以来负责部门的经历，部门的状况，我个人以及部门干事对宣传部的感想，和我对宣传部今后发展的看法与意见建议。

二、宣传部管理经历

说实话，本人刚进入第七届团学会时，并没有做好充分的准备，当刘老师突然让我负责，管理宣传部时，我甚至连部门里的工作人员都不认识，这导致了开始工作一段时间的尴尬，也正是这段时间，我在思考本部门的管理方法与建设方向。

因为没有得到上届宣传部的任何经验和帮助，我原想照搬行知学堂宣传部的组织与管理办法，但经过反复思考，我放弃了，因为这两者的工作性质和所要达到的目的以及周围的环境根本不同。

我首先要解决的问题就是部门的组织结构。一个高效率的团队，应该有紧凑的结构、明确的分工及密切的合作。于是我考虑将部门分成三个组:板报组、通知组、文稿组。板报组的职责是对学院大型活动、党政团学工作通过橱窗、展板、海报的形式进行宣传;通知组的职责是处理各部门的会议通知以及公开团学会日常工作情况，如查寝结果、学风督察等;文稿组的职责是利用学校的广播、报纸、网络等媒体对电气工程学院进行宣传，同时负责整理部门文件。

我之所以没有采用上届宣传部平行分组的方法，是为了防止各组之间相互推脱责任。

接着我考虑的是部门人事。重新招新，这实是我的无奈之举。第一次部门会议时，干事的懒散、不负责任、无纪律使我深受刺激。于是我决定重头开始，这样可以给所有人一个双向选择的机会。人事的重中之重是组长的选择，负责任是最重要的，然后就是能力，当组长选好之后，我将部门所有干事根据个人特长及能力按照各组的工作性质分到各组。当一切准备就绪，工作可以正常开展时，我近半个月的寝食难安终于结束了。每个组长都很负责，所有干事都很好学。

于是我这时的工作重点放到了制定部门的纪律、工作原则及方法。目的是让整个部门形成一种规范和程序。这项工作一直持续到第二个学期初，也就是今年的四月份。因为除了部门纪律外，其他的都需要在工作中不断的进行摸索与完善。

三、宣传部的工作情况

总的来说，部门整体精神面貌很好。大家都勤勤恳恳，能认真完成任务，彼此之间关系非常融洽，一旦工作起来都带着笑容，相互配合。但我们还是有很多地方做得不够。工作勤恳，但缺乏创新。一旦形成固定的套路就不想再有所突破。如板报组，学会了一两种画法和艺术字的写法就反复使用，没有学习更多技能的愿望;如通知组，每次只限于完成规定的任务，大家没有想过利用学院提供的如此好的机会提高个人的书法水平;如文稿组，工作总要等到下达了任务才开始，平常没有多观察周围或国际国内发生的新闻，主动写稿件，因为宣传需要及时迅速，过期就失去了它的效力，如果要等到下达任务，那估计就过期了。大家也没有意识到要提高个人写作能力。宣传部是一个任务繁杂的部门，几乎每天都有事情要做，部门难免不产生厌烦情绪，这都可以理解，只要部长及组长能够身体力行，亲历亲为，这种情绪很快就能过去，大家能够全身心的投入到工作中。但有个别干事，认为自己是大二的或认为自身能力很强，以各种借口推卸任务，这种极少数人的不良行为极有可能引发部门内部的连锁反应，以我个人的经历，这种情况也确实发生过(如大一下学期在行知宣传部)。宣传部的工作是不可能仅依靠部长或几个组长及主力干事完成的，除非这些都是超人，所以必须部门所有人都参与进来，不能放纵任何不良行为。

自本届团学会成立以来，宣传部参与了学院开展的几乎所有的活动，从开始的海报、展板造势到后期的成果展示及媒体宣传，如女生节，篮球赛，毕业生晚会等等。同时部门也单独开展或代表学院参与学校举办的活动，如“电气之星”的评选，纪念红军长征胜利70周年书法绘画剪纸摄影比赛，“我的阳光心灵”书法海报展板比赛等等。特别是纪念长征活动中，我们部门获得了一个个人一等奖。通过参与各种活动，我们部门得到了锻炼，海报和展板的质量，都较以前有了提高，效率也有了提高。但同时也暴露了不少问题。海报维护工作不够，部门辛辛苦苦花了一两个晚上出的海报有时一个中午就没了，甚至刚帖出来刚不到十分钟就被人破坏。公布的查寝结果或对某些不良行为的通报批评就更不用说了。还有，在参与学校的活动，如“我的阳光心灵”比赛中，我们部门花了整整一个星期的时间为之准备，为达到质量甚至多次返工，在上交作品时，我以及部门同去的干事，也横向比较了其他学院的作品，我院在质量上应该算上乘，但出现的结果非常令人失望，这其中的原由值得部门思考。

除参与活动外，宣传部有例行的工作任务。电气学院宣传橱窗基本做到了每月一换。为了提升我院宣传稿件的数量与质量，在今年三月末，我部门成立了通讯组，专门负责写新闻稿、广播稿以及文艺稿件。通讯员由大一大二各班推荐人员组成，组长仍然是文稿组组长。通讯员队伍建立起来以后，我院的稿件数量确实提高了不少，但是问题也随之而来。稿件数量上去了，但质量并没有上去，中稿率仍然很低。我总结原因有如下:1、对通讯员的培训不够。虽然刚成立时曾请校党委宣传部的老师来讲课，但我认为这是远远不够的。2、对通讯员的管理不强，通讯组自成立以来，因为学院对部门限员的原因，通讯员并没有列入宣传部正式干事名单，日常例会没有让他们参与，导致他们主人翁意识不强。3、通讯员自身要求不严格。没有把宣传部当回事，稿件潦草，有时要一个一个打电话催促稿件，抄袭现象严重，文章没有经过重加工。虽然曾向通讯员许诺，每人可以加综合测评分，但收效甚微，积极性不高。

四、我个人以及部门干事对宣传部的想法

我知道在宣传部成立伊始，党总支何书记以及分团委书记王飞老师对我和本届部

门寄予厚望，希望能够转变上届宣传部宣传力度不够的局面。我想要说的是，宣传部的成功决不是仅仅靠一个人能够实现的，它须要一个团队不懈的努力，而且不仅仅是一届，而是要两届甚至更多届去实现它。我现在所做的和所要做的就是给部门一种文化，一种氛围，让大家真正觉得宣传部是一个家，可以依靠，大家之间是兄弟姐妹，可以信赖，同时形成一整套工作程序，这种程序是行之有效的，它能够避免部门出现诸多问题。然后给大家一个方向，宣传部今后怎么发展。

下面也列出部分干事提出的建议:1、既然选择了这份工作，就要热爱它，所谓干一行，爱一行，要做就做到最好。2、宣传部虽小，但影响到学院和部门的颜面，它控制着学院的喉舌，就像化妆，不可涂鸦。3、培养自己的工作兴趣。不能做什么的都没劲，觉得任务是负担。最可怕的是“成果”糟粕，也就是完成工作质量差。4、图书馆的专业书籍以及各种各样的广告海报，都可以去学习参考。5、行胜于言。每天坚持练一笔字，每天写一篇文章，多读报纸，用敏锐的目光捕捉周围的事物。

五、我对宣传部今后的看法与建议

我希望部门能够成立专门的外联组，为宣传部提供一定的资金，用于奖励部门优秀干事，提高他们的积极性。同时把通讯员队伍缩小选出精干人员，列入宣传部干事名单。部门购买专业书籍，提高人员素质。宣传部要有继承性，这一届宣传部有很多好的做法，下一届要继续保留改进。

宣传部里面最值得我骄傲的就是部门的干事都很可爱，我希望他们能把这种精神带到下一届。也许本届部门没有达到学院对宣传部的预期期望，但是我要说，宣传部的所有干事都很努力，他们为学院的宣传工作任劳任怨，使我感动。希望学院能够在本届团学会工作结束时，能够为宣传部的所有干事颁发聘书，以鼓励和感谢他们这一年来为学院作出的贡献。对部门没有完成学院的期望，我个人负全部责任。

在工作之外，进行一些电脑软件的培训等素质培训。

四、树立大局观念，增强服务意识，做好配合工作

新一任学生会将充分发挥学生组织自我教育、自我管理、自我服务的功能,积极参与学校管理,服务学校事业发展。要本着公平、公正、公开的原则,配合学校相关部门做好“五项评比”工作。要选派优秀学生干部配合做好“五四”学团表彰暨文艺演出、纪念“一二九”运动文艺演出及其他大型活动的筹备和组织工作,严明工作作风,保证工作质量,为推动我校学团工作再上新台阶做出贡献。
