根据澄江县万松寺水库除险加固工程施工招标文件及现场踏勘的情况,结合我公司的实际管理水平,为切实有效地组织本工程的施工管理,我公司对此工程项目进行了认真的研究分析,对工程项目部的组织机构设置作了认真的专题研究,力求建立一支既符合本工程实际,又做到机构精简、责任明确、相互协调、分工合作、高度统一、管理有序、办事效益高的施工管理机构。我公司对本工程的施工管理十分重视,经专题会议研究,我公司组建“澄江县万松寺水库除险加固工程项目经理部”,实施工程的全面管理工作。 1.2施工机构组成
项目经理部是本工程在项目经理领导下的决策层,设经理1人,副经理2人,总工程师1人,会计师1人,总共5人组成项目经理部。五部一室为项目经理部的管理职能部门,即管理层。并成立项目技术专家组。 工程技术部:
技术部的主要职能负责工程总体质量管理,技术管理。分设技术组、测量组。技术部由8人组成,其中部长1人,副部长1人,测量组2人,技术组2人。各分项工程施工工程师均委派经验丰富,责任心强的人员担任。 质量安全保证部:
质保部的主要职能是负责工程施工过程中的质量控制、质量监督和检验、质量评定、质检资料的收集和整理、工程的安全和治安及保障工作。下设质检组和试验室。质保部由5人组成,其中部长1人,副部长1人,质量安全检查组2人,试验室1人负责工程的全部试验工作,包括原材料的检测、施工中检测实验及质量检测工作,其主要人员由云南玉溪水电集团有限公司中心试验室员组成。 施工管理部:
施工部的主要职能是组织生产、调度协调、工序组织、机械调度及人员安排。由3人组成,其中部长1人,其余2人分别负责作业区的施工现场管理工作。
机电物资部:
机电物资部主要职能是负责物资采购、保管、机械设备的管理与维修工作,由6人组成,设部长1人,炸药保管员1人,油库管理员1人,配件保管员1人,物资采购员1人,设备维修管理员1人。 财务部:
经营部的主要职能是确定生产计划,负责工程预决算,进行合同管理、实施成本管理、进度统计。经营部设5人,其中部长兼会计1人,出纳1人,生产计划1人,合同管理、成本控制管理1人。 综合办公室:
综合办公室的主要职责是负责对外联系、行政人事管理、工会、宣传、生活后勤保障等工作。由3人组成,设办公室主任1人,后勤保障1人,对外联络1人。 为保障工程机械正常运行,设立现场施工机械维修中心,负责整个工地机械维修工作。维修中心配备机械修理员10人,配套加工修理机械设备。 1.3施工机构主要人员的确定
项目经理是承包人主管工程施工的最高领导,由云南玉溪水电集团有限公司任命,在企业法人授权内全权处理工程施工及合同中发生的一切问题。
副经理是项目经理的助手,经理在现场时,协助经理开展工作,经理不在现场时,受经理委托主持项目经理部的全面工作。
副经理由项目经理提名,报云南玉溪水电集团有限公司任命。
项目总工程师是项目部的技术主管,负责技术、质量安全、试验等具体管理工作。会计师是项目部的经济主管,负责合同管理、成本管理、计划统计、财务等具体的管理工作。
